Texas allows payday lending largely through the Credit Services Organization model, under which brokers arrange loans and charge fees that fall outside traditional rate caps. As a result, Texas has some of the highest effective payday APRs in the country and no firm statewide loan-amount limit. Some cities impose their own ordinances, and these loans are meant only for short-term needs.
